Which users can Administer CiviCRM? Who defines those users and how?

  • Drupal: Any user with the permission of "administer CiviCRM" can administer a civicrm installation under Drupal. See Access Control for more information.
  • Joomla: Users with access to the back-end have access to administer CiviCRM.
