Duplicate links on the Admin page indicate that the "icon" images, which should be displayed, are "missing". This is generally caused by a problem in the Resource URL setting. An incorrect value in this setting also can cause the CiviCRM stylesheet and Javascript files to not get loaded. Symptoms are:

  • Unexpected page layouts
  • Javascript errors and Javascript features, like the calendar date-picker and the Quick Search block's auto-complete, don't work.

To correct these, navigate to Administer CiviCRM >> Global Settings >> Resource URLs. Then review the Resource URL value. You can test the value by pasting it into your browser location bar and adding '/i/contact_ind.gif'. This should bring up the "little person" icon.
