Why don't I see CiviMember in the CiviCRM menus?

If you don't see a CiviMember menu link in the main CiviCRM menu block, the most likely reason is that the CiviMember component has not been enabled in your settings file. Go to Administer CiviCRM >> Global Settings >> Enable Components to do this. See Enable Components .
