Addresses
The state and county thing is difficult to comprehend. The problem is that the all of the states and different areas overlap and are changing all the time.
By default the state is defined as an abbreviation - you can change that to display the entire name.
Ideas for improving addresses
Disable county / state / province.
Helping UK people use CiviCRM
Create a page on the Wiki that includes things that will make it easier to fit the UK, things to consider for the UK. Cache this within a international.
Then think about how these sensible UK defaults can be incorperated into the installation script
